Rex Topsed is an inventor with his eyes on ruling the world. He had assisted in the development of a machine called the Electrosorber. He plotted to steal the device and use it to gain power. He was stopped by Pyroman.
After he was released from prison, he began operating a carnival where he had run-ins with Miss Mask.
